As an office accredited by the General Directorate of Civil Defense through the Salamah platform, Arvox holds both the establishment licence and the activity-practice licence — preparing immediate and non-immediate technical reports, issuing conformity certificates, and following safety requirements through to the facility's Civil Defense permit.
Salamah is the official channel through which Civil Defense requirements for facilities are administered in the Kingdom. Technical reports cannot be filed and conformity certificates cannot be issued except through an engineering office accredited with the Directorate General of Civil Defense and registered on the platform. An owner cannot file their own case — they need an office holding the activity-practice licence.
Arvox holds both the establishment licence and the activity-practice licence. The first covers the office as an entity, the second its right to practise the safety activity and issue approved documents. Holding both is what allows immediate and non-immediate technical reports to be prepared and conformity certificates issued in the office's name.
In practice the route begins with inspecting the facility and classifying it by occupancy type, then matching the existing protection systems against the requirements for that classification, then filing the report on the platform and working the observations until they are closed. What usually delays a permit is not the equipment — it is a wrong occupancy classification or missing commissioning and test documentation.
