Civil Defense permits via the Salamah platform: steps and documents
Every commercial or industrial facility in the Kingdom needs a current Civil Defense permit, and the official channel for issuing it is the Salamah platform. The route is not complicated if you know the steps in advance — most delays happen because a file starts from the wrong point.
Step zero: the platform does not take the file from you
Technical reports on Salamah are not filed by the owner. They are filed by a Civil Defense accredited engineering office holding the activity-practice licence, which signs the report in its own name. Choosing that office is effectively the first step.
The five steps
- Occupancy classification: the office classifies the facility by activity, area and occupancy — this classification determines every requirement that follows.
- Site inspection: the existing protection systems (alarm, suppression, egress, emergency lighting) are checked against the classification's requirements.
- The technical report: immediate for some lower-risk activities, non-immediate where deeper inspection is required — filed on the platform in the accredited office's name.
- Conformity certificate: issued once the systems are verified against the requirements.
- Clearing observations: any Civil Defense observations are resolved and closed until the permit is issued.
What actually delays permits
From the files we review, delay is rarely about missing equipment. The two recurring causes are an inaccurate occupancy classification — which makes the applied requirements wrong from the start — and missing testing and commissioning documentation for installed systems. Both surface late when a file begins without a proper engineering survey.
